This private, non-profit research, training and community service organization was founded by
Dr. Alvy in 1974. Duties as Executive Director include full administrative, planning and supervision
functions over resource development, public relations, and various research, service and training projects.

Dr. Alvy selects, reviews and/or develops all of CICC's continuing education offerings, including
national and local professional training conferences, national and local parenting instructor training
workshops, and national and local workshops and courses that are designed for specific professional
personnel such as psychologists, social workers, counselors, educators, childcare professionals, and
physicians. He serves as the key liaison person to accrediting and funding bodies over all of CICC's CE
programs.
Project Director, "Does My Child Have Special Needs?" Project, Center for the

This one million dollar a year project is funded by the Los Angeles County Children and Families First
Proposition 10 Commission. It has produced several vehicles for helping to identify young children with
special needs (discovery or identification tools that will be used as part of the project website and in
numerous project publications for parents and childcare professionals), a multi-faceted website, and a new
Developmental Assessment Course for Psychologists. It is also piloting several ways of providing
treatment services for young children with special needs within the natural environment of childcare
centers and family childcare homes, and training childcare professionals to identify and help such children,
as well as training allied health professionals to deliver parent training services for parents of young
children with special needs.
Project Director, Antelope Valley Childcare System and Parent Education Project, Center
for the Improvement of Child Caring, Studio City, Calif., May 2001 present.
This one-half million dollar a year project is funded by the Los Angeles County Children and Families
First Proposition 10 Commission. It provides a variety of parenting education classes, seminars and self-
instructional materials for parents whose children participate in the childcare system in Antelope Valley,
and it prepares childcare professionals to be Effective Parenting Advocates and Resource Persons.

This $300,000 a year project is funded by the Los Angeles County Children and Families First
Proposition 10 Commission. It is bringing a wide range of parenting classes, seminars and self-
instructional materials into the childcare system in the San Fernando Valley, and preparing childcare
professionals to be Effective Parenting Advocates and Resource Persons.
Primary Consultant/Expert Panelist, Parent Training and Substance Abuse Prevention
Project, Office for Substance Abuse Prevention, ADAMHA, Rockville, MD, 1988 1989.
This national project involved the (1) creation of a National Expert panel on Parenting as Prevention,
which Dr. Alvy led, (2) the creation of a resource manual on Parenting As Prevention, for which Dr. Alvy
wrote a major chapter on the scientific justification of parent training as a substance abuse prevention
strategy, and distilled ten specific roles parents can play in substance use prevention, and (3) five regional
conferences on Parenting As Prevention for representatives of ten states per conference, for which Dr. Alvy
delivered a keynote address and chaired a panel of experts who spoke on the ten specific roles.
Project Director, Statewide Parenting Instructor Training Project: Black and Hispanic
Parenting Programs, Center for the Improvement of Child Caring, 1989 1990.
This project was funded by the California Department of Drug and Alcohol Programs. It consisted of
workshops in Southern and Northern California to train human service agency personnel to deliver CICC's
Effective Black Parenting and Los Niños Bien Educados programs to families throughout the state.
Project Director, Statewide Parent Training Project, Center for the Improvement of Child
Caring, 1987 1988.
This project consisted of conducting two major conferences, one in Northern California and one in
Southern California, to showcase a wide range of parent training programs for state drug and alcohol,
mental health, social service and educational professionals, and two instructor training worships to prepare
35 professionals to deliver a behaviorally-based parent training program in communities throughout
California.
Project Director, Hispanic Parenting Program, Center for the Improvement of Child Caring,
1986 1988.
This project was funded by a grant from the Mattel Foundation and it consisted of refining a parent
training curriculum for Hispanic parents, Los Niños Bien Educados, field testing it in schools of the Los
Angeles Unified School District and in the Los Angeles Catholic Archdiocese, and working with these
institutions to incorporate the program on an on-going basis.
Conference Co-Chairman, The Third National Parenting Symposium.
This conference was co-sponsored by the Center for the Improvement of Child Caring and the
International Society for Research in Parenting. It was conducted at the Biltmore Hotel in Los Angeles,
March 26-29, 1987.
Project Director, Countywide Parenting Information Service, Center for the Improvement of
Child Caring, 1983 1985.
The directorship of this regional project consisted of the design and on-going supervision of a model
telephone counseling and referral service for linking parents and professionals throughout Los Angeles
County to the available parent training programs and childcare resources. The project was funded by
private foundation grants and service contracts with the County of Los Angeles.

The leadership of this regional project included the design, selection and implementation of 30
different parent training programs at various community sites throughout Los Angeles County. These
programs were funded by corporate and foundation grants and participant fees.

This project was funded by the County of Los Angeles and consisted of a telephone counseling and
referral service about the identification, reporting, treatment and prevention of child abuse and neglect, and

This study is to further research the reliability and validity
of the tool that CICC developed as part of the "Does My Child Have Special Needs?" Project to help
identify young children with special needs, The CICC Discovery Tool. The study is supported by grant
funds from First 5 LA, the Los Angeles County Proposition 10 Commission.
Principal Investigator, Drug Abuse Prevention and Black Parent Training,
a research project
funded by the National Institute on Drug Abuse and conducted by the Center for the Improvement of Child
Caring, 1985 1988. Budget: $790,000. The project was a controlled, longitudinal field test of CICC's
Effective Black Parenting Program with inner city African American parents and children.
Co-Principal Investigator, Socio-Familial Context of Black Drug Use and Delinquency,
a research project jointly funded by the National Institute on Drug Abuse and the Office of Juvenile Justice
and Delinquency Prevention, and conducted by the Center for the Improvement of Child Caring, 1987
1989. Budget $106,133. The project tested a model to predict which inner city African American children
are likely to become drug users and/or delinquents.
Principal Investigator, Culturally-Adapted Parent Training,
a research project funded by the
National Institute of Mental Health and conducted by the Center for the Improvement of Child Caring,
1979 1981. Budget: $350,000. The project involved the development of special parent training
programs for African and Latino American parents, and basic research that compared the child rearing
attitudes and practices of parents from different cultures.
Principal Investigator, Expansion of the Personnel for Parent Development Programs,
a training and research grant from the National Institute of Mental Health to the Center for the Improvement
of Child Caring , 1979 1981. Budget: $283,000. The project added on additional training activities to an
earlier program and field tested the revised national training model by training additional parenting
instructors.
